Recent Developments

According to the Central Bank of the Republic of Türkiye (CBRT), the Digital Turkish Lira (DTL) project is in Phase Two of its research and development. Phase One (2022-2023) established a prototype system with distributed ledger technology, smart contracts, and digital wallets, with the first transaction executed on the DTL network in 2022. The Phase One evaluation report was published at end of 2023. Phase Two focuses on programmable payments, offline payments, financial intermediary integration, digital identity applications, and proof-of-concept studies for cross-border payments. The Second Phase Progress Report was published on November 24, 2025. The system has matured from prototype to minimum viable product level. If a decision is made to issue the Digital Turkish Lira, the project will advance to Phase Three with legal arrangements. No specific launch date has been announced.
